Overview

New Mexico saw a population growth rate of 0.49 percent per year on average from 2008 to 2015, while the consumption of electricity has increased an average of 0.67% per year over the same period. In 2014 energy expenditures per capita were $4,325, which ranked New Mexico 30th among all U.S. states.

The state is served by three investor-owned electric utilities: Public Service Company of New Mexico (PNM), El Paso Electric (EPE) and Xcel Energy. PNM, based in Albuquerque, is the state's largest electricity provider with about 515,000 customers as of 2015. EPE covers southern New Mexico along with territory in west Texas, serving about 95,000 customers in New Mexico as of  2015. Xcel Energy serves a total 3.3 million customers in eight Midwestern and Western states, including about 119,000 under its Southwestern Public Service subsidiary in New Mexico. Twenty-one rural electric cooperatives serve the remaining customers in New Mexico.

The New Mexico Gas Company is the state's largest natural gas provider with 519,000 customers in 2015. Two other natural gas utilities, Raton Natural Gas  Company and Zia Natural Gas Company,  and 10 municipal utilities served 106,000 additional customers as of 2015.

Public Service Company of New Mexico (PNM)

Below is a list of energy efficiency programs offered by PNM for its residential and business customers:

  • Residential Energy Efficiency & Conservation Programs
  • PNM offers a wide range of residential energy efficiency programs including refrigerator and freezer recycling, discounts on LED lamps, evaporative cooling rebates, and rebates for residential new construction.
  • Business Energy Efficiency & Conservation Programs
  • PNM offers its business customers rebates for a wide range of energy efficiency measures including  high efficiency lamps and lighting fixtures, HVAC equipment, refrigeration products, and motors. Energy efficiency measures not eligible for prescriptive incentives receive a rebate based on the level of energy savings. The program includes a direct installation component for small businesses with a peak demand of 100 kW or less.
  • PNM Power Saver Program
  • PNM partners with its residential and small business customers in the Albuquerque and Santa Fe areas to manage their energy use during peak demand days. A Power Saver device cycles the AC unit on and off during periods of high power demand in the summer. Customers receive an incentive payment from PNM for agreeing to participate.
  • PNM Peak Saver Program
  • This program is designed to help PNM's larger commercial and industrial customers reduce the amount of energy they use during peak demand days, typically the hottest days of the year.
  • Large Customer Self-Direction 
    Large commercial or industrial facilities can receive credits against their utility bill for implementing energy efficiency projects without any technical or financial assistance from the utility.

El Paso Electric (EPE)

Below is a list of energy efficiency programs offered by EPE for its residential and business customers. For more information, visit EPE Saver.

  • Residential Energy Efficiency Programs
    • EPE offers its residential customers rebates for high-efficiency air conditioning and evaporative coolers, insulation, Energy Star® windows, solar screens, air infiltration reduction, and duct sealing or replacement.  Additionally, EPE offers rebates for refrigerator and freezer recycling, and sponsors an Energy Star® New Homes program, which provides incentives to builders who construct homes that meet or exceed the Energy Star® standard.
  • Commercial Efficiency Programs
    • EPE offers prescriptive incentives for installing high efficiency lighting, motors, cooling equipment, vending machines, window film or solar screens, and Cool Roof materials or coatings.  It also sponsors a custom incentives program for specialized projects and large customer self-direction program that offers bill credits for efficiency projects implemented without technical or financial assistance from the utility

Xcel Energy

Below is a list of energy efficiency programs offered by Xcel for its residential and business customers in New Mexico.

  • Residential Energy Efficiency & Conservation Programs
    • Xcel offers rebates on high efficiency lighting, insulation, air infiltration reduction, duct leakage repair, and high efficiency air conditioners and evaporative coolers.  Xcel also offers rebates for refrigerator and freezer recycling.
  • Business Energy Efficiency & Conservation Programs
    • Xcel offers business customers rebates for installing high efficiency lighting, motors, and cooling equipment. In addition, Xcel offers a custom incentives program for specialized projects and large customer self-direction program that offers bill credits for efficiency projects implemented without technical or financial assistance from the utility.

NATURAL GAS DEMAND-SIDE MANAGEMENT

New Mexico Gas Company (NMGC)

New Mexico Gas Company has residential and commercial energy efficiency programs to help save energy and save money.

  • Residential Energy Efficiency & Conservation Programs
  • Customers receive rebates if they install insulation, purchase an Energy Star® tanked or tankless water heater, a high efficiency furnace, or an approved smart thermostat.  In-store discounts are provided on low-flow showerheads.  Builders are eligible for a rebate if they construct an Energy Star® new home.
  • Business Energy Efficiency & Conservation Programs
    • NMGC business customers receive rebates for a variety of energy efficiency measures including low-flow faucet aerators and spray valves,  high efficiency water heaters, Energy Star® convection ovens, fryers, dishwashers, and griddles.
