SWEEP's Role in State and Local Energy Efficiency Planning and Policy Design

SWEEP provides assistance to state and local governments on a wide range of issues related to energy efficiency policy and programs, including assisting with:

  • Preparation of state energy efficiency strategies
  • Preparation of state transportation efficiency strategies
  • Support for strategic relationship-building between local governments and their utilities
  • Advice or technical assistance to state energy offices and local energy programs
  • Support in creating and implementing specific energy efficiency programs
  • Advice concerning potential energy efficiency legislation
  • Expertise and technical support related to building energy code adoption, implementation, and compliance
  • Policy design and outreach on local benchmarking and transparency ordinances
  • Input on PACE program design and outreach for implementation
  • Participation in workshops or trainings pertaining to energy efficiency
  • Analysis of potential energy savings, economic benefits and environmental benefits from specific energy efficiency initiatives

Examples of SWEEP Support

Examples of assistance we have provided in the region in recent years include:

  • Steering committee for New Mexico’s Energy Roadmap
  • Local collaboratives to talk through issues and challenges with energy code compliance and adoption
  • Design of Denver’s Green Building Policy
  • Technical support for community energy plans in Salt Lake City and Park City Utah, as well as Englewood, Littleton, Lafayette, and Jefferson County in Colorado
  • Benchmarking and transparency ordinance adoption and implementation in Salt Lake City, UT and Denver, CO
  • Launch and implementation of industrial energy efficiency challenge and recognition programs in Colorado and Utah
