State-level legislation can be an excellent tool for advancing energy efficiency. SWEEP actively engages in the legislative process in all the southwest states, with efforts ranging from researching and writing bill language, to building coalitions in support of energy efficiency legislation, to testifying at committee hearings. Through these ongoing efforts, support for energy efficiency and clean transportation across the Southwest continues to grow.
- 2020 SWEEP Legislative Activities Report
In 2020, SWEEP actively supported a total of seven energy efficiency bills, 4 of which were signed into law with 3 being defeated. SWEEP opposed two energy efficiency bills, both of which passed. Of 13 clean transportation bills, SWEEP supported nine, 5 of which were signed into law and four were defeated. SWEEP opposed 4 transportation bills two of which passed with 2 being defeated.

In 2019, SWEEP actively supported a total of 19 energy efficiency bills, eleven of which were signed into law with 7 being was defeated. SWEEP opposed one energy efficiency bill which was defeated. Of 24 clean transportation bills, SWEEP supported nineteen, eleven of which were signed into law and eight were defeated. Five clean transportation bills were actively opposed by SWEEP and all five were defeated.

Of the five clean transportation bills, SWEEP supported four, two of which were signed into law and two were defeated. One clean transportation bill was actively opposed by SWEEP and it was approved.
